Global IPv6 Summit in China 2004 Keynote 3 “Strategies to Promote IPv6”

Kozo Takahara of Japan’s Telecommunication Ministry talked about IPv6 promotion activities by the Japanese government. Summary of his speech follows:

Japanse government promoted use of IT based on “e-Japan Strategy”. As a result, Japanese Internet users grew dramatically. As of June 2003, DSL users reached 35 million, and cable Internet users reached 23 million, while the number of FTTH users grew to 16 million. In addition, Japan achieved the lowest Internet connection charge among major countries. We have clearly accomplished the target of e-Japan Strategy.

But such high-speeed Internet is not utilized enough. Therefore, the second phase of e-Japan Strategy focused on the use of IT, and the government is currently conducting promotional activities with several target areas.

Japan, on the other hand, is actively seeking international cooperation in Internet field. China, Korea, and Japan have ministry-level agreement for cooperation in IT, including promotion of IPv6.

Europe, North America, and Asia are balanced in terms of inter-regional trade amount. But telecommunication bandwidth capacity between Asia and Europe, and between Asia and North America, are far behind bandwidth capacity between Europe-North America. With this recognition, we started Asia Broadband plan, for improvement of communication environment in Asia.

Japanese government has promoted IPv6 deployment in the form of assisting large-scale net-appliance field trial, and assistance in development of technology related to net-appliances. Internationally, Japan realized 20Mbps IPv6 connection with China in connection with 6TNet project. We would like to expand its bandwidth.

Japanese government may be slow in mandating IPv6 for its own procurement. But Japan, together with China, can show the rest of the world real world examples of transitions to IPv6.
