Toshiyuki Hosaka mainly discussed IPv6 address allocation policy from Regional Internet Registries (RIRs) point of view.
Current IPv6 address allocation policy is of an interim nature. Following issues have surfaced about this policy:
- Current policy requires the applicant has to have plan to assign/allocate
at least 200 /48 in two years. But such provision is discouraging application
by organizations which are entitled to direct allocation.
- Some disagree on the requirement that the applicants cannot be an end site.
IPv6 has no provision for provider independent address, which is available to
end user organizations in IPv4. Therefore, business organizations cannot do multihoming
for redundancy.
- Current policy has no provision for addresses comparable to IPv4 private address. Corporate network managers do not know what IPv6 addresses to use for closed networks.
JPNIC has also assembled experts to discuss what rules should be applied for assignment of /128 to devices such as consumer electronics.
Hosaka introduced some IPv6-related statistics also. JPNIC helps its members to apply for IPv6 address allocation to APNIC, and the number of auch applicants reached 53 as of October 2003. As for address allocation by RIR, RIPE, which covers Europe among others, account for more than hald of all address allocation worldwide. Allocation rend by country shows that U.S. replaced Japan as number one in the world in the spring of 2003.
