Japan Network Information Center (JPNIC) published the (first) review on IPv4 address exhaustion on December 7.
JPNIC expressed its interest to resolve the issues related to the IPv4 address exhaustion at the General Meeting on June 15, and has been working on reviewing and evaluating the issue since then. The review is the result of such efforts, which was released as a report and published at the General Meeting on December 7.
The 77-page report includes various perspectives as to when the IPv4 addresses will be depleted, the possibility of reclaiming and reallocating IPv4 addresses, problems and solutions regarding the exhaustion of available IPv4 addresses, and so forth. The report also encompasses the global trend as well as opinions of the stakeholders.
Reaffirming the depletion around 2010 or 2011, the report provides three possible solutions to the problem.
(1) To ensure IPv4 addresses somehow by, for example, allocating within the network.
(2) To accommodate new customers using private IPv4 addresses, and connect to the Internet via NAT.
(3) To accommodate new customers using IPv6.
Solution (1) and (2) are limited in its effectiveness, thus Solution (3) is the only solution for the long-term development of the Internet, the report concludes. Being the first edition of the report, it also says the future challenges still remain for Solution (3) to be implemented by operators.
JPNIC will, the report says, continue to work together with various groups and organizations in the following areas.
- Reviewing how to promote IPv6
- Reclaiming, restocking, and reallocating allocated yet unused IPv4 addresses
- Assessment of policies and incentives to reflect users' opinions
